Correct. The best time is when they start eating each other. That means they are hungry. Seriously though, they are inactive during the cold weather, and you can start feeding as soon as they become active again. Remember, with all fish, its better to underfeed than overfeed.

There's enough natural food in a established pond for fish to feed on during the winter. You could start feeding them about now due to the weather staring to warm up a bit, but make sure you feed them with a wheat germ food as it's easier for them to digest. Both Nisikoi and Tetramin make it.

You cant feed them during low temperature specially with processed foods. However, down below algae growth or live aquatic plants will be available when they just want to nibble. So make sure you have live aquatic plants may it be floating or submerged. Any plant that would survive the cold temperature will be a healthy munch of your fish when it gets very hungry.
remember your fish wont tell they hungry until you see untoward incidents.
