Bettas need a minimum of 5 gallons.

Neons/other Tetras need at least 15-20 gallons to be kept in groups of no less than 6.

Guppies need at least 15 gallons.



All fish need filtration. Some fish can live without, for a while, but the stress of unstable water chemistry and very frequent water changes are detrimental to their health long term. It's a lose-lose situation, especially in such a tiny tiny volume.



There is nothing I would advise for a "tank" like that. Especially if it's tall which means it only has half the stocking room of a tank that's long, only a 1g really.



And no, the inch per gallon rule doesn't work. You are correct about that.

Nothing. Its too small for any fish and having no filter just makes it more of a death trap.



Edit-

All fish require filters unless you plan on doing 50% water changes daily. A filter does far more than just filter particles out. It oxygenate the water and holds the cycle just to name a couple. While water changes will help it won't be as stable as with a filter. With a heater in that small of a tank you are more likely to fry the fish.



A 2 gallon is too small for fish including a betta. In the wild they live in thousands of gallons not a couple gallons. I'd recommend at least a 5+ gallon tank with a filter and heater. The 1 inch per gallon is complete bs. Its false the only thing you'll end up by using that is an over stocked tank and dead fish. It may work for smaller fish but you must have a proper tank to begin with (for neons a 20+ gallon tank). No, neons tetras are far too sensitive and too active to be kept in that small of a tank even with a filter.

A beta fish is able to breathe fine without a filter as long as you have air at the top it can reach. You can also put a goldfish in a tank without a filter too.
