Is the tank a divided heated filtered 10 gallon or larger as this is what it needs to be as anything smaller is animal cruelty bettas need atleast 5 gallons each. It also is not good for them to always see each other. also only do weekly 25% water changes in a 10 gallon or larger.

As for the scales I am not sure. Is there any other stange behavior

EDIT: :re-equalise the water to balance the chlorine" Makes absolutely no sense. I assume you mean you add chlorine remover

Usually bettas only lose scales beacuse of stress. This is normally caused by walking near the tank fast, tapping on the glass and cleaning the tank out too frequently. You shouldn't empty the tank every week, just take some of the water out and replace it with fresh water.

To help him out, put him somewhere quiet, where he wouldn't get disturbed or frightened. (not in a closet, mind you)

If you can't move him then cut down on the action that happens around him.

Your fish is probably scratching up against issues in his tank becuz he might have mites..confident fish can get mites...which reasons his scales back off, from inflammation. if he keeps to scratch against issues, his scales won't advance back, becuz scar tissue will seem. attempt cleansing the tank with heat water, and make his water a sprint warmer its self. additionally attempt to get some medic an to your fish, and it is going to help that.
