Tiamat is right, the common name for this is pop-eye, and the usual cause is a bacterial infection.

However, if you keep your water clean and use aquarium salt (regular use of aquarium salt almost completely eliminates fungus diseases in fish), the cause may be injury. A rule of thumb that is not infallible is that if both eyes are affected it is popeye, if one eye it is an injury.

It is critical to keep the water immaculate and the water ph and temperature where it should be for your fish's species for him to make a speedy recovery. Two of my female Bettas had injury-induced popeye. I changed their water every day for the first three days and used BettaFix, a tea tree antiseptic. One recovered completely in ten days, it took the other two weeks for the swelling to completely subside.

First off, I'd suggest seeing your vet. Other than that, this might be your fish's issue:

Corneybacteriosis

Symptoms: Bulging eyes

Treatment: There are a few commercially available products which treat corneybacteriosis. Penicillin and tetracycline are among them.

Information: Corneybacteria causes swelling in the head which will push the eyes outward. It is caused by overcrowding and water of poor quality, having an excess of ammonia and / or nitrites.

could be too much nitrogen in the water..do a partial water change..get some antibiotic where you get your fish food..and treat your tank
