A bowl is not an aquarium. ^^; It's not uncommon for people to keep goldfish in bowls unfortunately, so not many know it's bad for them. Most likely it wasn't the winter, unless you keep them near a window or drafty place that would knock the temp down below 35 degrees or so. Goldfish have an extremely high bioload, and they actually get pretty big when kept in the right sized homes. If they've been kept in a small space for long periods, especially more than one, they probably poisoned themselves and were stunted. Even the smallest type of goldfish needs a minimum of a 50 gallon tank. Those little "Feeder" goldfish actually get about a foot long if kept in a proper tank or pond.
When I was a kid I had a goldfish in a bowl for about four or five years, one of those little feeder fish you see at petshops sold in the dozens...I didn't realize it was bad for him because I never looked into it. He lived a long and very poor life because of it. =( You will want to get any remaining goldfish proper tanks and/or a pond.
